Pengajaran Bahasa Inggris di SD



Kalau kita berbicara tentang pengajaran, orang mau tak mau harus mengarahkan perhatian pada 4 hal utama yaitu i) tujuan yang hendak dicapai, ii) strategi belajar mengajar, iii) buku ajar, dan iv) kompetensi profesional untuk berwe-wenang mengajarkannya. (Nababa, 1993: 181).
Perlu disadari bahwa Lembaga Pendidikan Tenaga Kepen-didikan (LPTK) yang bertang-gung jawab atas pendidikan tenaga-tenaga kependidik-an, tidak mempunyai program pendidikan tanpa tenaga kependidikan yang memiliki kewenangan mengajar-kan bahasa Inggris di Sekolah Dasar. Sebelum adanya Kurikulum Kependi-dikan yang berlaku secara Nasional tahun 1994, LPTK diarahkan untuk menghasilkan tenaga pengajar untuk SMA.
Jangankan untuk Sekolah Dasar, untuk Sekolah Menengah Kejuruan atau SMK dan SLTP pun LPTK tidak siap. Ini berarti bahwa penyelenggaraan pengajaran bahasa Inggris di Sekolah Dasar tidak ditangani oleh guru yang memang kompetenasi mengajar bahasa Inggris untuk SD. Ini berarti bahwa pengajaran bahasa Inggris di Sekolah Dasar diselenggarakan secara coba-coba belaka. Padahal apapun juga yang diajarkan di SD sebagai lembaga pendidikan dasar yang paling awal, mempunyai pengaruh yang besar terhadap pengajaran di jenjang pendi-dikan yang lebih tinggi. Kuat lemahnya dasar yang berhasil diletakkan di Sekolah Dasar akan menentukan perkembangan selanjut-nya.
Alexei A. Leontiev dalam bukunya Psychology and the Language Learning Process   (1989) mengemu-kakan mengenai belajar bahasa pada masa kanak-kanak bahwa “Language learning in an early age of a child (6 – 12 years old) has a deceptive effect. His language development will be greatly affected by his experience in learning the language. When he has undergone the right track of learning his language acquisition will develop smoothly (Leontiev, 1989 : 211).
Pendapat Leontiev ini  memberi peringatan bahwa pengajaran bahasa, khususnya suatu bahasa asing, harus, harus dijalani sesuai dengan tuntutan pembelajaran anak. Dan untuk dapat berbuat demikian, diperlukan seorang guru yang benar-benar kompeten untuk itu.
Karena pengajaran bahasa Inggris di Sekolah Dasar masih belum merupakan kegiatan kurikuler nasional, maka buku ajarpun tidak tersedia. Guru harus menggunakan bahan ajar darurat yang kesesuaian dan kemanfaatannuya tidak bisa dipastikan.
Dan dengan tidak tersedianya guru bahasa Inggris di SD, strategi belajar-mengajar yang benar dan sesuai dengan kebutuhan pem-belajaran siswa juga tidak bisa di kembangkan.
Kesimpulannya hanya satu: hasil belajar bahasa Inggris di Sekolah Dasar tidak bisa dinilai, karena tidak tidak bisa ditentukan tujuan yang hendak dicapai.
Jikalau pandangan Leontiev dijadikan pegangan, maka dapat diprediksi bahwa pengajaran bahasa Inggris di SLTP dan di SMU juga tidak mampu mencapai tujuan yang diharapkan. Dan yang lebih buruk, kesalahan belajar di SD akan dibawa serta di SLTP dan SMU dan selanjutnya. Selain dari itu gairah siswa untuk belajar bahasa Inggris tidak atau akan sukar di kembangkan karena mereka mempunyai pengala-man yang tidak menyenangkan mempelajari bahasa itu di Sekolah Dasar.

PENUTUP
Dengan memperhatikan uraian tadi, seyogyanya timbul kesa-daran bahwa pendidikan dasar yang diberikan di Sekolah Dasar mempu-nyai peranan yang sangat penting untuk pendidikan yang lebih lanjut. Peletakan dasar yang kuat dalam dasar-dasar pengembangan kemam-puan belajar akan memungkin-kan siswa mencapai tingkat kemampuan belajar yang baik dan efisien.
Pengajaran bahasa Inggris yang hasil belajarnya sangat berguna bagi kehidupan masa kini dan masa mendatang, hendaknya mendorong penyediaan tenaga pengajar, buku ajar, strategi belajar-mengajar dan kegiatan belajar-mengajar dan kegiatan belajar-mengajar yang memberikan rasa nyaman dan bukan rasa tertekan dan terpaksa.

Kendala Pengajaran Bahasa Inggris di Sekolah Dasar


Pendahuluan
Pengajaran bahasa Inggris di Indonesia sudah dimulai pada saat setelah masa Kemerdekaan Indonesia. Berbagai kurikulum dan metode telah dikembangkan untuk meningkatkan kemampuan siswa dalam menguasai bahasa Inggris. Walaupun demikian hasilnya masih belum dirasakan maksimal dalam membuat siswa dapat berkomunikasi dengan baik melalui bahasa tersebut. Berbagai masalah dan faktor yang melatar belakangi mengapa hasil yang dicapai belum sesuai yang diharapkan.
Salah satu cara pemerintah dalam meningkatkan kemampuan siswa dalam berbahasa Inggris adalah memperkenalkan bahasa Inggris lebih dini, yaitu dimulai dari Sekolah dasar. Program ini dilaksanakan berdasarkan pada kurikulum 1994 untuk Sekolah Dasar. Secara resmi kebijakan tentang memasukkan pelajaran bahasa Inggris di sekolah dasar sesuai dengan kebijakan Depdikbud RI No. 0487/1992, Bab VIII, yang menyatakan bahwa sekolah dasar dapat menambah mata pelajaran dalam kurikulumnya, asalkan pelajaran itu tidak bertentangan dengan tujuan pendidikan nasional. Kemudian, kebijakan ini disusul oleh SK Menteri Pendidikan dan Kebudayaan No. 060/U/1993 tanggal 25 Februari 1993 tentang dimungkinkannya program bahasa Inggris sebagai mata pelajaran muatan lokal SD, dan dapat dimulai pada kelas 4 SD (Http:www.depdiknas.go.id/selayangpandangpenyelenggaraanpendidikannasional.) Sekolah mempunyai kewenangan mengenai mata pelajaran bahasa Inggris dimasukkan sebagai salah satu muatan lokal yang diajarkan di sekolah dasar berdasarkan pertimbangan dan kebutuhan situasi dan kondisi baik dari orang tua maupun lingkungan masyarakat itu sendiri. Kebijakan ini membawa dampak yang positif baik bagi masyarakat maupun sekolah yang menyelenggarakan program tersebut. Selama kurun waktu beberapa tahun ini, adanya kecendrungan yang meningkat sekolah melaksanakan program pengajaran bahasa Inggris mulai dari sekolah dasar.
Dalam perkembangannya program ini menghadapi masalah – masalah baik dari sekolah maupun dari guru. Salah satu kendala yang dihadapi adalah tidak tersedianya sillabus khusus mata pelajaran bahasa Inggris. Walaupun sebagai mata pelajaran muatan lokal akan tetapi bahasa Inggris haruslah tetap mempunyai sillabus tersendiri. Pemerintah dalam hal ini kementrian pendidikan nasional bidang dasar dan menengah tidak menyediakan sillabus mata pelajaran bahasa Inggris. Tugas tersebut diserahkan sepenuhnya kepada masing – masing daerah propinsi untuk membuat sillabus tersendiri sesuai dengan situasi dan kondisi di daerah tersebut. Masalah yang lain adalah metode dan strategi pengajaran oleh guru yang tidak sesuai dengan perkembangan siswa.
Oleh karena itu dalam kesempatan ini kami akan melihat selain kendala yang dihadapi diatas, masalah – masalah apa lagi yang muncul dihadapi oleh guru selama proses pengajaran bahasa Inggris di sekolah dasar dan bagaimana mereka melaksanakan pengajaran bahasa Inggris di sekolah dasar
.
Pembahasan
Materi Pengajaran
Hasil data yang diperoleh dari responden menunjukkan suatu kesimpulan bahwa materi pengajaran bahasa Inggris di sekolah dasar haruslah bersifat gembira dan interaktif. Oleh sebab itu materi dan metode yang diberikan harus sesuai dengan perkembangan siswa. Para guru mengatakan bahwa mereka bisa menggunakan lagu, teka teki, permainan dan gambar yang menarik selama proses belajar mengajar tersebut. Dunn (1983) mengatakan bahwa pembelajar muda sangat mudah meningkatkan kemampuan berbahasa mereka melalui permainan yang tepat untuk usia mereka. Akan tetapi tidak semua permainan untuk siswa muda cocok bagi mereka. Oleh karena itu tugas dan kewajiban guru untuk dapat menyeleksi permainan yang cocok buat mereka sesuai dengan tingkat kognitif, fisik, dan emosional anak. Hasil data juga menunjukkan bahwa para guru percaya bahwa buku pelajaran siswa seharusnya penuh warna agar menjadi menarik perhatian dan motivasi siswa itu sendiri. Greene dan Petty (1967) sangat mendukung pendapat ini. Mereka mengatakan bahwa gambar yang berwarna dan interaktif membuat siswa menjadi tertarik dan penasaran sehingga menambah motivasi mereka untuk mempelajari bahan selanjutnya. Ditambahkan pula bahwa siswa akan lebih mudah untuk menghafal kosa kata ketika mereka melihat sesuatu yang menarik. Menurut pendapat Frost (1967) bahwa mental pembelajar muda akan sangat tertarik ketika melihat
objek yang sebenarnya. Objek itupun akan sangat membantu untuk mengembangkan imajinasi mereka.
Ketika para responden ditanyakan apakah selama proses pembelajaran di kelas mereka menekankan pada pendekatan keahlian bahasa yang terpadu atau hanya menekankan pada satu atau beberapa aspek tertentu saja. Hasil data yang diperoleh menunjukkan bahwa mereka sendiri mempunyai pendapat yang berbeda. Saya pikir perbedaan mereka ini dikarenakan keterbatasan bahan pengajaran dan metode dari responden.
Pada umumnya guru berpendapat bahwa penekanan bahan pengajaran haruslah dibatasi hanya untuk aspek tertentu. Hal ini disebabkan waktu yang disediakan sangat terbatas dan jumlah siswa sangat banyak. Akan tetapi menurut peneliti sendiri dengan menekankan kemampuan siswa pada aspek tertentu maka hasil yang akan diperolh tidaklah maksimal. Sebagaimana yang dikemukakan oleh Green dan Pretty (1967) bahwa tujuan pembelajaran bahasa haruslah menekankan pada seluruh kemampuan bahasa tersebut. Pembelajaran menulis, membaca, berbicara, dan menyimak haruslah diajarkan secara terpadu.
Tujuan Pengajaran Bahasa Inggris di Sekolah Dasar
Data yang diperoleh menunjukkan bahwa para responden menyatakan bahwa pengenalan bahasa Inggris di sekolah dasar sangat penting. Ada beberapa alasan yang melatar belakangi program ini harus terus dilanjutkan. Alasan yang pertama ialah bahasa Inggris adalah suatu bahasa yang sangat penting dalam dunia internasional khususnya di era globalisasi sekarang ini. Bahasa Inggris dipergunakan sebagai media komunikasi dengan orang lain dari berbagai negara. Menurut pendapat Crystal (2003) bahwa bahasa Inggris tersebar dan dipergunakan hampir seperempat penduduk dunia dan terus akan berkembang menjadi satu setengah trilyun pada awal tahun 2000 an ini. Alasan kedua ialah dengan menguasai bahasa Inggris maka orang akan dengan mudah masuk dan dapat mengakses dunia informasi dan teknologi. Dengan pengenalan bahasa Inggris di sekolah dasar maka siswa akan mengenal dan mengetahui bahasa tersebut lebih awal. Oleh karena itu mereka akan mempunyai pengetahuan dasar yang lebih baik sebelum melanjutkan ke tingkat pendidikan yang lebih tinggi.
Menurut pedoman garis besar pendidikan dasar di Indonesia, tujuan pendidikan dasar di Indonesia ialah mempersiapkan lebih awal siswa pengetahuan dasar sebelum melangkah ke jenjang pendidikan yang lebih tinggi. Alasan yang terakhir adalah bagi orang tua dan guru dapat memberikan bekal bagi siswa bahwa dengan menguasai bahasa Inggris maka bisa memberikan kesempatan yang lebih terbuka untuk mengembangkan diri guna memperoleh kesempatan yang lebih baik menghadapi persaingan lapangan kerja dan karir di masa yang akan datang. Oleh karena mngutip pendapat Pennycook (1995:40) bahwa bahasa Inggris telah menjadi suatu alat yang sangat menentukan bagi kelanjutan pendidikan, pekerjaan serta status sosial masyarakat.
Akhirnya kesimpulan utama alasan pengajaran bahasa Inggris diadakan di sekolah dasar ialah untuk memberikan pengetahuan penguasaan kosa kata yang banyak sehingga apabila siswa melanjutkan jenjang pendidikannya ke tingkat yang lebih tinggi mereka tidak akan mengalami kesulitan . oleh krena itu fokus utama dalam pengajaran bahasa Inggris ini menurut responden ialah penguasaan kosa kata. Dengan menguasai kosa kata yang banyak maka para siswa dapat dengan mudah menguasai keterampilan bahasa yang lain.
Masalah – Masalah Yang dihadapi Guru dan Bagaimana Mereka Mengatasinya.
Keahlian Profesi
Dari data yang diperoleh para guru menyatakan rasa percaya dirinya bahwa mereka layak dan mempunyai keahlian profesi untuk mengajarkan bahasa Inggris di sekolah dasar. Pada umumnya responden telah mempunyai kualifikasi pendidikan bahasa Inggris dan melalui pelatihan serta kursus bahasa Inggris. Hal ini penting dan sesuai yang dikemukakan oleh Brook (1967) bahwa seorang guru bahasa Inggris di sekolah dasar haruslah mempunyai keahlian dalam bahasa Inggris atau telah mengikuti pelatihan untuk mengajar siswa di sekolah dasar. Walaupun demikian saya sendiri berpendapat bahwa mereka masih harus meningkatkan kemampuannya khususnya dalam hal memahami kebiasaan anak dalam belajar bahasa asing. Oleh karena itu pelatihan atau lokakarya masih sangatlah mereka butuhkan. Di sisi yang lain perhatian pemerintah, sekolah dan masyarakat haruslah ditingkatkan khususnya mengenai status guru honor sehingga program ini bisa berlangsung dengan baik.

Pelaksanaan Pengajaran di Ruang Kelas

Dari data yang diperoleh menunjukkan bahwa para responden umumnya mempunyai masalah mengenai pelaksanaan pengajaran di kelas. Mereka semua mengharapkan terjadi suasana yang menyenangkan selama mereka mengajar. Apa yang terjadi jauh dari harapan mereka. Dalam pengajaran bahasa jumlah siswa seharusnya dibatasi. Akan tetapi kenyataannya bahwa di dalam kelas terdapat 40 orang atau lebih siswa sehingga tidak menciptakan suasana yang ideal. Namun demikian hal tersebut senearnya bisa diatasi dengan membagi siswa menjadi bebarapa kelompok atau membagi mereka dengan kerja berpasangan. Johnson (1994:185) mengatakan bahwa ada tiga kelebihan membagi siswa menjadi perkelompok:
  1. Menciptakan suasana interaksi antara siswa dengan siswa
  2. Merubah budaya siswa dari kerja individu menjadi kerja dalam satu kelompok.
  3. Membuat suasana yang lebih variatif sehingga membuat siswa bisa menunjukkan kemampuannya secara maksimal.
Ahli lain, Dunn (1983), berpendapat bahwa dalam satu kelas sebaiknya dihuni antara 12 sampai 20 siswa. Untuk siswa sekolah dasar biasanya memerlukan perhatian yang lebih. Siswanya mengharapkan agar mereka bisa lebih diperhatikan secara individu mengingat usia mereka yang masih muda.ketersediaan buku pelajaran bagi guru dan siswa juga merupakan faktor penunjang kesuksesan program ini. Data yang diperoleh menunjukkan bahwa semua guru memakai buku pelajaran sebagai penuntun mereka dalam memberikan materi pengajaran. Tetapi beberapa guru mengalami masalah karena kurang tersedianya buku pelajaran bagi mereka. Tidak semua siswa mempunyai buku pelajaran sehingga meeka harus berbagi dengan siswa lain. Dari hasil observasi di sekolah lain ditemukan bahwa ketersediaan buku pelajaran hanya terdapat di sekolah swasta yang kualitasnya sangat bagus. Masalah tersebut di atas juga ditambah dengan guru tidak mempunyai pedoman buku mana yang layak serta memenuhi standar untuk dipergunakan sebagai materi pembelajaran di kelas.
Ketidaktersediaan buku pelajaran di sekolah dapat menghambat atau menurunkan motivasi siswa dan guru. Slah satu cara mengurangi masalah tersebut ialah dengan memberikan materi yang sangat mereka kenali sebelumnya. Sebagai contoh bahan pelajaran yang berkaitan dengan kegiatan mereka sehari – hari, tanggal, buah – buahan, binatang dan benda – benda yang ada di rumah serta sekolah. Salah satu hal yang mendukung ialah Ratte (1967:279) yang mengatakan pembelajaran bahasa asing akan sangat berguna apabila bahan pengajaran berkaitan dengan hal – hal kegiatan sehari – hari, atau nmenggunakan media yang sesungguhnya sehingga meningkatkan rasa ingin tahu siswa serta motivasi belajarnya. Pendapat lain dari Hamalainen (1967) yang mengatakan bahwa cara untuk meninkatkan motivasi siswa dalam belajar ialah dengan menggunakan media pengajaran yang tepat misalnya film, gerakan tubuh, globe, gambar tape recorder.
Hal lain yang penting diperhatikan ialah masalah penempatan meja dan kursi di kelas. Pada kelas tradisional siswa biasanya duduku di bangku yang berbaris dan guru menerangkan pelajaran di depan kelas. Dalam situasi seperti ini hasil yang diharapkan tidak maksimal. Oleh karena itu sekolah dan masyarakat saling membantu untuk menyediakan fasilitas kelas yang baik sehingga kegiatan siswa di kelas dapat berlangsung lancar. Dunn (1983) mengatakan penempatan meja dan kursi di kelas harus bisa di atur sedenikian rupa sehingga interaksi siswa dengan guru dan siswa dengan siswa dapat berlansung dengan baik.
Partisipasi Sekolah dan Masyarakat
Dari hasil data yang didapat umumnya responden menyatakan ketidakpuasannya berkaitan dengan partisipasi sekolah dan masyarakat. Guru umumnya menyatakan sekolah seharusnya bertanggungjawab pada pemenuhan peralatan dan sarana pengajaran di sekolah. Selain itu juga ketidakjelasan status guru tersebut di sekolah. Kebanyakan responden berstatus guru tidak tetap atau guru honor. Sehingga kesejahteraannya agak terbaikan. Mereka harus mengerjakan pekerjaan lainnya selain mengajar. Dari pihak guru sendiri mereka bisa berhenti mengajar apaila ada tawaran yang lebih menjanjikan dari pihak lain. Apabila terjadi hal demikian maka kelangsungan program ini akan menjadi tanda tanya.
Masalah lainnya adalah kekurangan media pengajaran. Para guru harus mempersiapkan media pengajarannya yang secara tidak langsung menambah pengeluaran mereka sendiri. Meskipun demikian guru tersebut sangat senang mengajar siswanya. Kewajiban sekolah sebenarnya yang bisa menyediakan suasana pengajaran yang ideal. Kekurangan lainnya adalah tidak adanya fasilitas laboratorium bahasa dan perpustakaan yang memenuhi standar di sekolah.
KESIMPULAN DAN SARAN
Kesimpulan
Dari data yang diperoleh dan sudah dibahas pada bagian sebelumnya maka dapat didapat empat kesimpulan utama: Pertama, para guru yakin bahwa dengan memberikan materi pengajaran yang baik bisa meningkatkan hasil yang positif terhadap siswa. Mereka berpendapat bahwa siswa akan lebih senang belajar dan termotivasi apabila materi yang diajarkan mengenai kejadian sehari – hari mereka, waktu, musim, benda – benda yang ada di sekolah dan di rumah. Apalagi materi tersebut membuat mereka gembiradan interaktif. Hal tersebut didapatkan apabila materinya melalui lagu, teka – teki, permaianan cerita dan gambar. Kedua, program pelaksanaan pengajaran bahasa Inggris di sekolah dasar sangat baik sekali sebagai tahap pengenalan bahasa asing sebelum mereka melanjutkan pendidikan yang lebih tinggi. Kesimpulan yang ketiga ialah mengenai profesi kependidikan guru, para responden menyatakan kelayakan dalam mengajarkan bahasa Inggris di sekolah dasar. Namun demikian karena hanya lima responded yang bisa diwawancarai maka peneliti tida bisa memberikan generalisasi mengenai hal tersebut. Masalah yang lebih banyak terdapat pada bagian pelaksanaan proses belajar mengajar di kelas. Ada dua alasan utama penyebab terjadinya masalah tersebut. Yang pertama ialah kelemahan guru dalam hal menangani masalah siswa di kelas. Yang kedua adalah ketersediaan sarana yang terbatas dari pihak sekolah. Oleh karena itu guru merasa bahwa keterlibatan pihak sekolah dan masyarakat belum banyak membantu pelaksanaan program ini. Sehingga para guru sangat mengharapkan keterlibatan pihak sekolah dan masyarakat khususnya orang tua dalam menyukseskan program pengajaran bahasa Inggris di sekolah dasar melalui penyediaan sarana dan fasilitas yang cukup buat guru dalam mengajarkan mata pelajaran tersebut.

Saran – Saran

Walaupun selama pelaksanaan program ini banyak mengalami hambatan akan tetapi masih dipercaya bahwa program pengajaran bahasa Inggris untuk siswa di sekolah dasar akan tetap dilanjutkan apabila beberapa hal bisa diperbaiki maupun ditingkatkan. Hal yang pertama yang harus dilakukan ialah meningkatkan pengetahuan dan keahlian guru dalam hal menangani kelas dan siswa karena siswanya masih sangat muda oleh karena itu mereka harus diperlakukan sebagaimana mestinya walaupun sebagian besar mereka sudah mempunyai kualifikasi yang baik. Selain itu para guru juga dalam proses belajar mengajarnya harus lebih banyak menggunakan media pembelajaran yang tepat bagi siswa sekolah dasar. Oleh karena itu sangat diharapkan partisispasi yang lebih banyak dari pihak sekolah dan masyarakat khususnya para orang tua untuk menyediakan media pengajaran serta sarana penunjang pembelajaran bahasa asing di sekolah. Yang terakhir ialah perlu kiranya penelitian ini dilanjutkan ke skala yang lebih luas sehingga kita semua memperoleh gambaran yang sebenarnya pengajaran bahasa Inggris di sekolah dasar khususnya di wilayah Kalimantan Selatan.

A.   BACKGROUND

English is, in fact, the most widely used language in the world. It is the mother tongue for more than 400 million people. It is the main commercial language for no fewer than 1.300 million people, with further 100 million or so coming into regular contact with it. Everyday of the week millions and millions of people, right around the world are using English, at work and their social lives.
English is a language that is very important in the international world. English is used as a medium of communication with others from different countries. The second reason, people will easily access the world of information and technology With the introduction of English in primary schools so students will know and learn the language early. Therefore they will have a better knowledge base before proceeding to a higher level of education
One way the government in improving students' skills in English language is to introduce English earlier, starting from elementary school. In its development program is facing problemS both from school and teachers. Prior to the curriculum in force in the National Education in 1994, LPTK directed to produce for high school teachers.
Therefore, in this occasion the author will explain the importance of English in primary schools and issues relating to the teaching of English in primary schools and how they carry out teaching English in elementary school.

CHAPTER I
INTRODUCTION

A. BACKGROUND
           The development of communication mobility and fast growing information needs of readiness of all parties to develop the ability to communicate more effectively. It is necessary that we should not only be used by other parties but to use information technology to our welfare. Use of communication media and information can not be separated from the use of language. Mastering the language of the first demands if we are to communicate and obtain information effectively. Language which is currently regarded as a language that can be used widely and effectively is English. This was due largely because the world population as a user and have an interest in using English. DISCUSSION

A. Learning English at school

English proficiency is one capability that is crucial in obtaining employment lately. This phenomenon is what underlies the emergence of a variety of language schools throughout Indonesia. Regardless of how exactly the quality of English courses that exist in Indonesia, implied a situation of concern is lack of good quality of English language teaching in schools.

            Problems Arising in English Language Teaching in Schools If we reflect more deeply, it is very unusual that students who have studied English for at least 6 years (since junior high school) after graduating from high school still can not speak English, even to introduce myself though. Called remarkable because if the student is taking a course at an institution bahasa general course in the same time, it is certain the students are very capable of talking in English, maybe even been able to understand English to the level of drama, poetry, etc. other. So, why did this happen?

            Based on a questionnaire which the author charging have ever made in 1996 for the coursework, there are some problems that, according to the students, holding them to master English. These issues are:

1. Rare teacher speak English in class. It was felt inhibited by the students because according to them, they are so not used to hearing other people speak English.

2. Lessons are too focused on grammar (and not in conversation), but students are rarely given guidance on how and what the function of the elements of grammar that they learned it.
Based on the results of questionnaires and test results to students, shows that the average student to master the patterns of English grammar (eg structure for simple present tense, etc.) but, students do not know when such structure should be used in and how their application daily life. This is very unusual because English, as well as Indonesian, will be more useful if it can be used and applied even though the grammar students not prevail against it. It does not mean that learning grammar is not important, but necessary once those theories associated with everyday life.

3. Vocabulary that is taught is not too useful in everyday conversations. Many students complain that the words given by the English teachers at school are too technical, for example about industrialization, reforestation, etc., while students still have difficulty to interpret the words that are widely used in movies, magazines, and internet sites in English. Even sometimes, the students are very memorized the English terms for the field of politics (such as the Reformation, Globalization, etc.) but can not say the things they used to wear everyday in English (eg, piggy banks, ditches , etc.). Some students even say that with such vocabulary is learned in school students can not possibly start a conversation with foreigners by using English. It may have a point, of course, we may not suddenly take a new person we know to discuss industrialization, for example.

As the conclusion, efforts to improve the quality of English language teaching in schools:

1. Always maintain our ability to converse in English for language fluency is maintained. This is necessary because it can motivate our students to be able to speak fluently. It may be difficult at all if we never met people who also speak English. Therefore, the authors have a proposal for English teachers in this sort of club (conversation club) for the event to meet and exchange ideas among English teachers in the same region. 2. Always emphasize the function and application of all elements of grammar that we explain to the students. Make sure that students really understand when they have to use the structure.

3. Provide additional vocabulary that will be useful for everyday conversation in students and introduce students to the teen magazines in English so that they become eager to read and gain a lot of extra vocabulary of the magazine. Thus, students will be confident if you have to associate with foreign teenagers who speak English.

4. Although we do not have the power to change the curriculum, at least make sure that the repetition of material that we give a deepening of what has been learned about the students and not just repeat but do not make students more able to apply them.

B.     Teaching English in ELEMENTARY Schools
            If we talk about teaching, people inevitably have to direct attention to four main things that
i)        the objectives to be achieved,
ii)      teaching and learning strategies,
iii)    the textbook, and
iv)    the professional competence to teach it berwe-treatment. (Nababa, 1993: 181).

C. METHOD OF LEARNING ENGLISH ELEMENTARY SCHOOL

1. Approach to learning English in Elementary School
            Learning English at elementary education level is identical to the native language to teach a baby. Where in general our children in elementary schools are not familiar with English. Where is the communicative approach based on the theory of language is a system to express a meaning, which emphasizes the semantic and communicative dimension of phase than the grammatical characteristics of language. The theory of learning that is suitable for this approach is the theory of second language acquisition naturally. This theory assumes that learning is more effective when taught in a natural language so that language learning process more effectively done through direct communication in the language being studied. In the English language learning students are faced with a communicative approach in real communication situations, such as information exchange, negotiation of meaning or other activities that are real.
            In the communicative approach the teacher's role is merely to facilitate the communication process, participants' task and text, analyze needs, counselors and managers of learning.             Interactive media can be a teaching aid that can be varied in accordance with the functions and senses sensitivity level students.
